If you're brand new to PvP, T1 frigates or cruisers. This will get you in to PvP without breaking the budget. Next step up from that would probably be battlecruisers, followed by nano HACs and/or T3's.

Don't forget to use Republic Fleet (or at least Arch Angel) ammo with your arty cane. The ammo consumption is really low, and the extra 10-15% DPS is worth the ISK. More DPS = faster missions = more isk/hour.
